Personnel
employed by the Government of Guam on a full
time/*part-time basis are entitled to the following
benefits:
-
Government
sponsored Retirement Plan.
A rate of 5% is
deducted from bi-weekly gross earnings 100% matched
by GMHA. *
-
Health and Dental
insurance.
Employees of the
Government have two (2) or more different Health and
Dental insurance plans to choose from.
-
Life insurance:
Employee may elect life insurance coverage after six
(6) months of consecutive services to enroll in the
Supplemental Life Insurance Program, at which time
employee will be covered for the Basic
non-contributory insurance plan ($10,000.00) paid
for by Gov-Guam. Part time employees who work at
least 20 hours per week are entitled to life
insurance coverage after completion of the six-month
probationary period. Please visit the Personnel
Office to see the current rates for supplemental
life insurance coverage. *

Sick Leave:
Employees accrue 4 hours every pay period employee
is on paid status for the entire 10 days. There are
26 pay periods in a year, a total of 13 days
accumulated sick leave per year.

Annual Leave:
Employees accrue 4 hours every pay period employee
is on paid status, with less than 5 years of
service; 6 hours for employees with more than 5
years of service as amended by Public Law 27-05.

Night
Differential:
Pursuant to Public Law
27-29, all employees are entitled to night
differential pay, calculated at the rate of their
regular wage plus ten percent (10%), for all periods
worked between the hours of 6 p.m. and 6 a.m.,
provided they work a minimum of four (4) consecutive
hours within that time period.

Leave Sharing
Program:
Public Law 22-10 provides the Government of Guam
Employees the advantage to voluntarily give their
annual or sick leave to another Government Employee
needing the same in accordance with the procedures
and guidelines established for the Leave Sharing
Program for Voluntary Transfer of Leave.

Maternity Leave:
Maternity leave is granted to a female employee
occupying a permanent position who is absent from
work as a result of childbirth. Such maternity
leave shall not exceed twenty (20) days encompassing
the date of childbirth.

Paternity Leave:
Paternity leave shall be granted to a male employee
occupying position upon the birth of child or
children and not to exceed twenty (20) days of paid
leave encompassing the date of childbirth.

Jury Duty:
Employee shall be excused for jury duty with full
pay without charge to annual leave provided the
employee shall show call or notification to his/her
employer and turn over all monies for jury duty to
the Hospital Comptroller.

Bereavement
Leave:
Bereavement leave
shall be granted upon the death of an immediate
family member and shall not be charged to annual
leave and not to exceed two (2) days. Please refer
to the Administrative Manual regarding meaning of
immediate.

Credit for Military
Service:
An employee may be eligible for credit for active
years of service in the Armed Forces of the U.S. for
leave purpose based on honorable service and if
she/he is not receiving retirement annuity or
pension as a result of such military services.

Employee Health
Benefit:
Pre-employment PPD, drug screening, urinalysis and
blood work are provided by the Hospital.
Pre-employment physicals are to be done with your
primary physician and is not covered by GMHA. *

Worker’s
Compensation:
For work related
injury or illness. *

Parental
Involvement:
This will allow four
(4) hours every two (2) pay periods of
administrative leave to parents to readily confer
with teachers and school officials concerning their
children. *
ALLIED HEALTH
PROFESSIONALS:
-
Receive an additional
twenty-five percent (25%) Specialty Pay for actual
hours worked. *
REGISTERED NURSES/LICENSED
PRACTICAL NURSE:
1. Week-end Pay:
Nurses that worked from 12 Midnight Saturday to 12
Midnight Sunday shall be compensated at a rate of one
and one-half (1 ½) times the nurse’s straight time.

Double Time:
Hours
worked beyond twelve (12) hours will be paid at a
double time.
-
Holiday Work:
Nurses that worked the holiday will be paid double
time and a half.
-
Certification Pay:
Additional 15% Certification Pay will be given for
those nurses that have National Certification (i.e.
CCRN, CEN, NCC, etc.) working in the area of
specialty.
-
Mandatory educational
requirements are provided (i.e. Basic Life Support,
Advanced Cardiac Life Support, Pediatrics Advanced
Cardiac Life Support, etc.)
GRADUATE NURSE:
1.
Must be a recent graduate and take the NCLEX
within six (6) months of graduation.
2.
Must have a current permit as a Graduate Nurse to
practice from the Guam Board of Nurse Examiners.
OFF-ISLAND HIRE:
Government of Guam shall
pay for one-way airfare transportation from point of
hire to Guam of the person recruited and his spouse and
dependent children and for not more than Two Thousand
Five Hundred (2500) pounds of household effects (no
portion of the household effects allowance shall be used
for the transportation of a motor vehicle), pursuant to
Title 4, GCA §6501
