ADMINISTRATION AND ORGANIZATION

 

BOARD OF TRUSTEES: 

 

Public Law 25-150 amended Section 80106(a) of Chapter 80, Division 4,  Part 2 of Title 10 GCA.  The composition and responsibilities of the Board Of Trustee.  In general the Board of Trustees consist of nine (9) Trustees of which  Five (5) Trustees shall constitute quorum of  the Board for the transaction of business.

 

HOSPITAL ADMINISTRATOR:

 

Public Law 25-150 sets qualifications for the Hospital Administrator so that Guam’s only civilian hospital providing acute and skilled nursing care is headed by a person who has been trained to operate and manage said facilities.  The qualification of the Hospital Administrator is outlined in Public Law 25-150.  The Administrator shall serve at the pleasure of the Board, which shall be responsible for the annual evaluation period of the Hospital Administrator’s performance. 

 

 

STATEMENT OF POLICY

 

This policy sets forth the responsibilities of the Administrator in the implementation of Title 4 of the GCA, these Personnel Rules and Regulations, Section 80109 of Title 10 of the GCA and other laws.

 

2.000           RESPONSIBILITY OF THE ADMINISTRATOR

 

A.      The provisions of Title 4 of the Guam Code Annotate (GCA) and these rules and regulations, and other applicable statutes shall control the personnel administration in the Hospital.

 

B.      The Administrator shall have full charge and control of the operations and maintenance of the Hospital.  The powers of the Administrator shall include but not limited to:

 

1.       Be responsible for the enforcement of these Personnel Rules and Regulations and all other applicable statutes.

 

2.       Advise the Board of Trustees, hereinafter referred to as “Board”, the Governor, and employees on policies and procedures concerning personnel management matters.

 

3.       Maintain an adequate monitoring system to ensure statutes, executive orders, rules, regulations and standards relating to personnel management are properly carried out.  Whenever the review with established policies, rules, regulations and standards reveal that there have been infractions, the Administrator shall take such affirmative resolution as may be appropriate to obtain compliance therewith.

 

4.                 Exercise and provide leadership in personnel matters.

  

5.                 To act as liaison to the governing body for the medical, nursing, and other professional staff and all facility departments.

 

6.                 Develop and promulgate policies, rules, regulations and standards to promote the efficiency of the Hospital services. 

 

7.                 Maintain complete employment records of all personnel employees.

 

8.       Maintain the position classification and pay plan.

 

9.       Carry out such other personnel administration activities as are necessary to assure the promotion of merit based personnel systems.

 

10.     Provide for initial and periodic orientation to all employees concerning the provisions of these rules and regulations, and the training of all supervisors and department heads and/or Division Managers in their specific responsibilities for advising employees on requirements and provisions of these rules and regulations.

 

11.            Assure that each supervisor and department heads and/or division managers are provided a copy of these rules and regulations, and any subsequent changes.

 

12.            Assure that each employee is provided a copy of the Hospital’s Employee Orientation Handbook.

 

13.            To devote entire time to the business of the hospital, to select and appoint the employees of the Hospital and to plan, organize, coordinate and control the      services of such employees in the exercise of the powers of the Hospital under      the general direction of  the Board.

 

14.            Outside employment must be authorized and approved by the general Board of Trustees (BOT).
